無人駕駛飛機簡稱“無人機”，是利用無線電遙控設備和自備的程序控制裝置操縱的不載人飛機。機上無駕駛艙，但安裝有自動駕駛儀、程序控制裝置等設備。
無人機作為目前最炙手可熱的高科技產業,在軍用和民用領域都擁有著巨大的應用潛力和廣闊的發展前景， 目前在航拍、農業、植保、微型自拍、快遞運輸、災難救援、觀察野生動物、監控傳染病、測繪、新聞報道、電力巡檢、救災、影視拍攝、制造浪漫等等領域都有應用，世界各國都對無人機產業的發展給予了高度重視。
2018年9月，世界海關組織協調制度委員會（HSC）第62次會議決定，將無人機歸類為“會飛的照相機”。
在2022年版《協調制度》中，專門新增了無人機的品目8806.

品目8806根據使用目的和飛控方式分成3個一級子目，再根據最大起飛重量進一步劃分二級子目。

同時新增子目注釋，對最大起飛重量進行了定義。
For the purposes of subheadings 8806.21 to 8806.24 and 8806.91 to 8806.94, the expression "maximum take-off weight" means the maximum weight of the machine in normal flying order, at take-off, including the weight of payload, equipment and fuel
子目8806.21至8806.24以及子目8806.91至8806.94中，“最大起飛重量”是指在正常飛行狀態下起飛時的最大重量，包括有效載荷、設備和燃料的重量。
品目8806的商品，主要來源品目8802。之前相關歸類決定，如世界海關組織W2020-65“集成在四旋翼遙控無人機上的數碼相機”，中國海關 D-1-0000-2017-0076“航拍四軸飛行器（無人機）”，明年這些商品也應歸入品目8806。
另外，在第八十八章新設品目8807，用于涵蓋新增品目8806及品目8801、品目8802的零件。同時刪除原品目8803——品目88.01或88.02所列貨品的零件。而品目8807商品完全來源于品目8803。
